"Proceedings" is a term for the process or progress of a committee or legislative body: a record of it "proceeding" with the business before it. The Senate keeps a journal of proceedings, which is a short description of the significant actions. A complete transcript of business provides every word spoken and by whom. From the early Congress through 1860, this transcript is known as the Congressional Record, and it is a third-party publication.
